Using Admin for System/Record Admin
To assign System Administrator or Record Administrator access, you must have a permission set named Admin (row key/name exactly Admin).
If it doesn’t exist, create a new permission set called Admin — you don’t need to enable any specific permissions on it for admin access to work.
